<title>Resumption of Airport Road Bridge Replacement Project (2008-06-30: Executive - Press Release)</title>

<description>Milling and Paving will resume at the Airport Road (CR #69) Bridge Replacement Project over the Little Choconut Creek in the Town of Maine Tuesday, July 1st- Wednesday, July 2nd. The bridge is located south of the Upper Stella Ireland Road intersection.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Motorists are to be advised that the speed limit through the site will again be reduced to 30 MPH. Paving work will require temporary alternating lane closure at times involving short delays. This is the final phase of the replacement project.</description>

<title>State Leaders Agree on Brownfield Reform (2008-06-26: Executive - Press Release)</title>

<description>Governor Paterson announced yesterday state lawmakers have come to an agreement upon necessary reforms of the Brownfield Cleanup Program. The state identified several brownfield projects that did not meet the expected outcomes of remedying environmental pollution and spurring economic growth. New reforms are anticipated to improve the outcomes of projects where state resources are implemented. &lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;ldquo;This brownfield reform is necessary to produce strong economic growth in New York State,&amp;rdquo; said Executive Barbara J. Fiala. &amp;ldquo;Locally, the county is working hard to transform old industrial sites into economically viable land for development. Investments into the clean-up and redevelopment must be streamlined to ensure beneficial job growth. I congratulate our state leaders for passing Brownfield reforms.&amp;rdquo;&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;There is currently a moratorium on the Brownfield Cleanup Program to allow for program advancement. The moratorium will is scheduled to be lifted on July 23rd.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;The reforms passed are proposed to:&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;(Issued by the Governor&amp;#39;s office)&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;bull; Limit redevelopment credits for non-manufacturing projects to $35 million or 3 times the cost of site cleanup, whichever is less. &lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;bull; In some cases, will provide more than double the current tax incentives for site cleanup, up to 50 percent of cleanup costs. &lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;bull; Limit redevelopment credits for manufacturing projects to $45 million or six times the cost of site remediation, whichever is less.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;bull; Streamline administration of the Brownfield Opportunity Area Program.</description>

<title>Target to Host Operation Safe Child Event (2008-06-19: Health Dept TS - Press Release)</title>

&lt;p&gt;BINGHAMTON, NY &amp;ndash; Target in cooperation with the Broome County Sheriff&amp;#39;s Office and the Broome County Traffic Safety Program will be holding an Operation Safe Child Event.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;This event will include free child safety seat installations by Certified Child Passenger Safety Technicians, as well as free educational materials and guidance on child safety seats. If your car seat is expired, recalled or in poor condition, a new seat will be given while supplies last.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Families that are interested should bring their child safety seat(s), their child/children, the vehicle the child safety seat will be installed in, the car seat manual and the vehicle manual. Inspections will be done on a first come, first serve basis.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;The Broome County Sheriff&amp;#39;s Office will also be offering free Child Safe Cards. These cards consist of the child&amp;#39;s name, biographical information, photo and fingerprint image. These cards can be used in conjunction with the NYS Amber Alert Program and the NYS DCJS Missing Child Alert Program.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Child safety seat inspections will take place in the parking lot of Target, located at 3112 Vestal Parkway East, Vestal, on Saturday, June 28th, from 12 p.m. &amp;ndash; 3 p.m. The Safe Child Card Program can be found inside Target and will be offered from 12 p.m. &amp;ndash; 4 p.m.&lt;/p&gt;&lt;br /&gt;

<title>Public Health Urges Residents To Take Steps To Avoid Rabies Exposure And Post Exposure Vaccination (2008-06-17: Health Dept - Press Release)</title>

<description>The warm weather brings more people and domesticated animals outdoors, increasing their interaction with one another and wildlife. &amp;quot;It&amp;#39;s a great time of year and people should enjoy it, but they should be aware that rabies is in our area and therefore it is necessary to take precautions to avoid exposure,&amp;quot; cautions Claudia Edwards, Public Health Director for the Broome County Health Department. &amp;quot;Every year approximately 80 people in Broome County need to get vaccinated for rabies exposure. This would not need to happen and could probably be avoided if the animal was caught or avoided in the first place,&amp;quot; she further stated.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Rabies is a disease that affects the central nervous system. The rabies virus is carried in the saliva of infected animals and is usually transmitted to people and other animals when they are bitten or scratched by the rabid animal. If left untreated, rabies is fatal to humans and animals. Prompt vaccination following a bite can prevent rabies in humans if the animal is not available for testing.&lt;br /&gt;
The Broome County Health Department urges residents to follow these steps to reduce the risk for rabies exposure and post exposure vaccination:&lt;br /&gt;&lt;br /&gt;
&lt;ul&gt;&lt;li&gt;Avoid contact with wild animals and any animals you do not know. If you do have contact with a wild animal, capture it by luring it into a cage with food. Take caution not to touch the animal.&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Discourage children from playing with stray pets and wild animals and teach children to tell an adult if they do have contact with one. If you or your child is bitten, make sure to get the pet owner&amp;#39;s name, telephone number and address so it can be observed for signs of rabies.&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Keep bats from entering your home by making sure all windows and doors have screens on them and that they are in good repair. Avoid leaving unscreened windows or doors open to the outside, and eliminate bat access to the attic and other living spaces. Bats have been known to enter homes through openings as small as a pencil.&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Protect your pets by making sure they are vaccinated for rabies. Even if your pet does not go outdoors, which is often the case with cats and domesticated ferrets, they can be at risk of coming into contact with a bat in your home.&lt;/li&gt;&lt;/ul&gt;&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;If you see a bat in your home and you are certain that there was no contact with a person or pet (for example, you saw the bat fly in the house and never lost sight of it), close the room and closet doors, open the windows and watch the bat until it leaves.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;However, if a bat is present in your home and you cannot rule out the possibility of exposure, you should make every effort to capture the bat so that it can be tested for rabies. Confine the bat to one room by closing all windows and doors, turn on the lights, and wait for the bat to land. Wearing gloves approach the bat slowly, cover the bat with a coffee can or similar container and slide a piece of cardboard or lid under the can trapping the bat. Following this procedure will insure that the bat&amp;#39;s brain remains intact, which is necessary for testing. Tape the cardboard or lid to the container. Contact the Broome County Health Department during business hours at 607.778.2887 to make arrangements to test the bat for rabies.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Anyone having direct contact with a potentially rabid animal should contact the Environmental Health Division of the Broome County Health Department during normal business hours at 607.778.2887 to make arrangements for testing for rabies. For emergency guidance on weekends and after normal work hours call Broome County Dispatch at 607.778.1911. A dispatcher will then contact Broome County Health Department staff for you.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Rabies vaccination is mandatory by Public Health Law for dogs, cats and domesticated ferrets once they are four months old. The Front Street Dog Shelter Alliance in conjunction with the Broome County Health Department encourages residents who have a dog, cat or domesticated ferret that needs a rabies vaccine to attend a clinic. <title>Binghamton Historic Bridge Pedal (2008-06-17: Executive - Press Release)</title>

&lt;p&gt;A wrist band and a ride map with information about historical sites will be given to participants upon registration.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;The Binghamton Historic Bridge Pedal is a 7 mile bicycle ride starting and finishing at the South Washington Street Bridge. Pedal alongside the Susquehanna and Chenango Rivers, across landmark bridges and see historic sites. Riders will be in one group and staying together throughout the event.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;There will be three stops along the ride route where tour guides from the Preservation Association of the Southern Tier (PAST) will speak about these special historic bridges as well as other Binghamton landmark places.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;This event will take place rain or shine.&lt;/p&gt;&lt;br /&gt;

<title>Local Ec. Development Agencies Win Recognition for their Efforts (2008-06-17: Executive - Press Release)</title>

<description>The New York State Economic Development Council has awarded the Greater Binghamton Coalition, the Broome County Industrial Development Agency and the Broome County Economic Development Department with a 1st place award recognizing their efforts to promote the region.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;At the recent NYSEDC Annual Conference in Cooperstown, NY, the NYSEDC announced its 2008 Marketing Award winners. The three local agencies won first place recognition in the multi-media category for their DDR marketing presentation.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;DDR stands for Data Disaster Recovery. The multi-media presentation can be viewed at &lt;a href=&quot;http://www.greaterbinghamton.com&quot;&gt;www.greaterbinghamton.com&lt;/a&gt; as well as &lt;a href=&quot;http://www.bcida.com&quot;&gt;www.bcida.com&lt;/a&gt;. It was produced to help promote our region and to attract the attention of financial institutions in the New York City metropolitan region looking for areas outside of NYC for their potential backup data operations.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Students enrolled in Angelo Mastrangelo&amp;#39;s class at Binghamton University also assisted with this project by doing the initial research on which some of the information in the presentation is based.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;In addition to being posted on area websites, the presentation is also being marketed directly to companies through direct mail and is being featured at &amp;quot;Business Continuity&amp;quot; conferences in New York City and San Diego, California.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Greater Binghamton has hundreds of thousands of square feet available for data backup centers as well as parallel data center operations. Three large campuses in our community are the focus of the DDR presentation; L-3 in Kirkwood, Huron in Endicott and Glendale in the Town of Union.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;quot;We have the facilities, we have the technology backbone, we are affordable and we are within reach,&amp;quot; said Executive Barbara J. Fiala. &amp;quot;We just need to make these companies aware of all that we have to offer and that is what we are hoping to accomplish with this presentation.&amp;quot;&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;The NYSEDC judges reviewed each entry for overall creativity and impact, appropriateness of message and presentation of information. Greater Binghamton competed against other communities across New York State for the Multi-Media award.</description>

<title>Friends of Library Make a Big Difference (2008-06-13: Executive - Press Release)</title>

<description>Since 1968 the Friends of the Broome County Library have volunteered and made contributions to improve the public library. In the past year alone the Broome County Public Library (BCPL) has benefited from their largess, to the tune of over $20,000. BCPL, in architectural terms, is a new library. But, after 8 years, and seeing 370,000 people annually, the interior furniture and displays are beginning to see some wear and tear.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;The Friends are able to help fundraise to assist maintaining and expanding such an important community resource. They receive dollars from book sales, contributions and the Friends&amp;#39; Gift Shop receipts and give back to BCPL by generously donating their time and donations. The friends have recently purchased book display furniture and replacement toys and furniture for children and young adults to lounge on. Their contributions have made the space so much more inviting. A second Little Tikes kids computer was also purchased because the first one, donated by Excellus Blue Cross/Blue Shield, Southern Tier Region, is so popular kids are lining up to use it.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Not only have the Friends purchased physical items but they fund the cost of the Children and Adult Summer Reading Programs. The Friends also donate dollars for advertising and promotional materials. With this help, library staff are able to go out in the community to participate in events such as Roberson&amp;#39;s EarthFest, the Binghamton Farmer&amp;#39;s Market, the Garlic Festival, Ethnic Festival and Juneteenth Celebration.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;The Friends of the Broome County Library are always looking for new members. Volunteers help to staff the Gift Shop and help with book sales. <title>Driving in Work Zones (2008-06-12: Health Dept TS - Press Release)</title>

<description>Warmer weather marks the beginning of road construction season and that means unexpected delays and detours. This usually results in slower traffic, late destinations and aggravated drivers. It is estimated that more than 20 percent of the National Highway System is under construction during peak construction season. An estimated 12 billion vehicle miles of travel a year are through these active work zones. Unfortunately this is a deadly combination. According to the Federal Highway Administration (FHWA), the annual number of persons killed in motor vehicle crashes in work zones has increased 45 percent over the last 10 years. The majority of these fatalities are drivers or occupants; however, 15 percent are non-motorists &amp;ndash; including pedestrians, bikers and construction workers.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;In order to reduce the number of injuries and deaths that occur in these areas, we all need to take responsibility when traveling through work zones. The FHWA offers these 10 key driving tips to keep us all safe in work zones:&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;1.	Expect the Unexpected. Normal speed limits may be reduced, traffic lanes may be changed and people may be working on or near the road.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;2.	Slow Down! Speeding is one of the major causes of work zone crashes so be sure to obey the posted limits.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;3.	Don&amp;#39;t Tailgate! Keep a safe distance between you and the car ahead of you. The most common crash in a highway work zone is a rear end collision.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;4.	Keep a Safe Distance Between Your Vehicle and the Construction Workers and Their Equipment.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;5.	Pay Attention to the Signs! The warning signs are there to help you and other drivers move safely though the work zone. Observe the posted signs until you see the one that says you&amp;#39;ve left the work zone.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;6.	Obey Road Crew Flaggers! The flagger knows what is best for moving traffic safely in the work zone. A flagger has the same authority as a regulatory sign, so you can be cited for disobeying his or her direction.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;7.	Stay Alert and Minimize Distractions! Dedicate your full attention to the roadway and avoid changing radio stations or using cell phones while driving in a work zone.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;8.	Keep Up with the Traffic Flow. Motorists can help maintain traffic flow and posted speeds by merging smoothly and not slowing to &amp;quot;gawk&amp;quot; at road work and equipment and crews.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;9.	Schedule Enough Time to Drive Safely and Check Radio, TV and Websites for Traffic Information. Expect delays and leave early so you can reach your destination on time. Check the National Work Zone Safety Information Clearinghouse at www.workzonesafety.org for information on work zone delays throughout the country.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;10.	Be Patient and Stay Calm. Work zones aren&amp;#39;t there to personally inconvenience you. Remember, the work zone crew members are working to improve the road and make your future drive better.&lt;/p&gt;&lt;br /&gt;

<title>Heat-Related Illness (2008-06-09: Health Dept - Press Release)</title>

<description>Each year more people in the United States die from extreme heat exposure than from hurricanes, lightening, tornadoes, floods, and earthquakes combined. On average, about 300 people die each year from exposure to heat.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;The Broome County Health Department recommends that everyone understand the warning signs of heat-related illness and take special care of those at risk.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;quot;The elderly and young children are at particular risk for heat illness. People suffer heat-related illness when their bodies are unable to properly cool themselves. The body normally cools itself by sweating. When humidity levels are high, sweat will not evaporate as quickly, preventing the body from releasing heat quickly,&amp;quot; said Claudia Edwards, Public Health Director for the Broome County Health Department.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;quot;Other conditions lending themselves to increased risk are obesity, fever, dehydration, heart disease, mental illness, poor circulation, sunburn, prescription drug use, and alcohol use,&amp;quot; she said.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Air conditioning provides the best protection from heat exposure and heat-related deaths. However some people may be fearful of high utility bills and limit their use of air conditioning. This places people who may be already at risk for heat illness at increased risk.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Many people think electric fans are sufficient during extreme heat. Fans may provide comfort, but they will not prevent heat-related illness when the temperature is in the high 90&amp;#39;s.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Heat-stroke is a severe illness that occurs when the body is unable to regulate its temperature. The body&amp;#39;s temperature rises rapidly, the sweating mechanism fails, and the body is unable to cool down. Body temperature may rise to 106 degrees Fahrenheit or higher within 10 to 15 minutes. This type of heat-related illness can cause death or permanent disability if emergency treatment is not provided.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Warning signs of heat illness vary but may include:&lt;br /&gt;&lt;br /&gt;
&lt;ul&gt;&lt;li&gt;Extremely high body temperature (above 103 degrees Fahrenheit)&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Red, hot and dry skin (no sweating)&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Throbbing headache&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Dizziness, nausea and confusion&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Unconsciousness&lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;
&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Heat exhaustion is a milder form of heat-related illness that can develop after several days of exposure to high temperatures and inadequate or unbalanced replacement of fluids. If left untreated, it can progress to more serious heat stroke.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;quot;Those most prone to heat exhaustion are the elderly, people with high blood pressure, and people working or exercising in a hot environment,&amp;quot; Ms. Edwards said.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;The warning signs of heat exhaustion include:&lt;/br /&gt;&lt;br /&gt;
&lt;u&gt;&lt;br /&gt;
&lt;li&gt;Heavy sweating&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Muscle cramps&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Weakness&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Headache&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Fainting&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Paleness&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Tiredness&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Dizziness&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Nausea or vomiting&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Skin may be cool and moist&lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;
&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;quot;It&amp;#39;s important to learn how to manage during hot weather,&amp;quot; Ms. Edwards said. The Broome County Health Department recommends the following:&lt;/br /&gt;&lt;br /&gt;
&lt;ul&gt;&lt;li&gt;Take a cool shower or bath&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Drink plenty of water&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Refrain from drinking liquids that contain caffeine, alcohol, or large amounts of sugar &amp;ndash; these actually cause you to lose more body fluid. Also, avoid very cold drinks because they can cause stomach cramps.&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Stay indoors and, if at all possible, stay in an air-conditioned place. If your home does not have air conditioning, go to a shopping mall, senior center, or public library &amp;ndash; even a few hours spent in air conditioning can help your body stay cooler when you go back into the heat.&lt;/li&gt;&lt;/ul&gt;&lt;br /&gt;
&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;If you must be out in the heat:&lt;/br /&gt;&lt;br /&gt;
&lt;ul&gt;&lt;li&gt;Limit your outdoor activity to morning and evening hours&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Cut down on physical activity&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Drink plenty of water&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Try to rest often in shady areas&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Protect yourself from the sun by wearing a ventilated hat (such as straw or mesh) and sunglasses, and put on sun screen&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;Wear lightweight, light-colored, loose-fitting clothing&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;NEVER leave anyone or a pet in a closed, parked vehicle&lt;/li&gt;&lt;/ul&gt;</description>

&lt;p&gt;The Broome County Health Department wants you to have the facts about men&amp;#39;s health. &amp;quot;Many men continue to ignore their health. Poor health education and poor health behaviors in the lives of men continue to contribute to a growing crisis in men&amp;#39;s health,&amp;quot; said Diane O&amp;#39;Hora, Supervising Public Health Educator for the Broome County Health Department.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;quot;Men often make their health a low priority. But many causes of illness are easily preventable. It&amp;#39;s a fact that simple awareness of preventable health problems, and the early detection and treatment of disease, can make a profound difference in the quality of life. Early detection by such routine exams as prostate screenings, blood pressure checks, cholesterol testing, colorectal cancer screenings &amp;ndash; even such simple tests as those for blood sugar and overweight &amp;ndash; can play an important role in staying healthy,&amp;quot; O&amp;#39;Hora said.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;quot;Unfortunately, many men resist seeking routine medical check-ups,&amp;quot; she said. &amp;quot;From childhood on, men are taught to minimize their health concerns. When a small boy skins his knee, he&amp;#39;s often told &amp;#39;big boys don&amp;#39;t cry.&amp;#39; Later in life, when a man has chest pains, he&amp;#39;s inclined to minimize it as &amp;#39;just indigestion&amp;#39; because he&amp;#39;s been taught his entire life to ignore or minimize the physical symptoms of his body. These attitudes need to change because early detection and treatment are the best ways to prevent health problems from becoming more serious,&amp;quot; she said.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Men are less likely than women to see a physician regularly, and are significantly more likely to be disconnected from the health-care system. They are often extremely reluctant to admit that there might be anything wrong until a problem is too severe to ignore.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;This reluctance is a contributing factor in the growing health disparities between men and women. The difference in life expectancies between the genders is now more than five years.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Men have higher rates of heart disease and cancer, and higher rates of chronic problems such as high blood pressure and dangerously high cholesterol problems. These are problems that are often treatable if they are detected early. And, of course, there are problems such as prostate and testicular cancers that are unique to men. Men need to see their healthcare providers to assess their personal risks for various problems.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;According to the National Cancer Institute men have a higher incidence of colorectal cancer than women and also have higher death rates from the disease. Colorectal cancer is preventable through the detection and removal of tissue growths called polyps. Men over the age of 50 should get screened or even earlier if there is a history of colorectal cancer. There is help available to men who do not have insurance to pay for the screening. <title>Bevier Street Bridge Closure (2008-06-04: Executive - Press Release)</title>

<description>The Bevier Street Bridge in the City of Binghamton is scheduled to close on Monday, June 9th at 6:00am as crews prepare to complete concrete deck replacement. The closure could vary by a few days depending on weather and construction production. The tentative bridge re-opening is 4 pm on Saturday, June 14th. Drivers will need to follow the detours outlined below and are encouraged to allot extra time for travel.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;On Monday crews will prepare setup for the concrete deck placement scheduled for Tuesday. Following, a few additional days with no vehicular traffic vibration/beam deflection on the bridge are necessary for the new concrete deck to properly cure.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Detours for the Bevier Street Bridge:&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;bull;	From the east side of the bridge/river (Bevier/Chenango Street Intersection) the detour will follow Bevier Street eastward to Interstate Rte 81 North On ramp (towards Syracuse), take and stay on I81 North and exit at Exit 5( the Front Street Exit). If you take a left at the exit ramp/Front Street intersection and proceed south a short distance on Front Street you will arrive at the Bevier Street/Front Street Intersection.&lt;/p&gt;&lt;br /&gt;

<title>June 1&mdash;7, 2008 is CPR and AED Awareness Week (2008-06-04: Health Dept - Press Release)</title>

<description>June 1&amp;mdash;7, 2008, marks the first national Cardiopulmonary Resuscitation (CPR) and Automated External Defibrillator (AED) Awareness Week. In December 2007 Congress set aside the first week of June to draw people&amp;#39;s attention to how training in CPR and the use of an AED can save lives.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Sudden Cardiac Arrest (SCA) is not a condition of aging; it can happen to anyone at any time, young or old. Each year 166,000 people in America die from SCA, a condition of the heart that causes the electrical impulses of the heart to beat rapidly or chaotically, causing the heart to stop beating. Last year, Emergency Medical Services agencies in Broome County responded to 270 out-of-hospital calls for victims of SCA; of these, 211 occurred in the home.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;When effective bystander CPR is administered immediately after cardiac arrest, it can double or triple the victim&amp;#39;s chance of survival. However, according to the American Heart Association, less than one-third of out-of-hospital cardiac arrest victims receive bystander CPR.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;AEDs are equally effective in saving the lives of victims of SCA. An AED is a device that delivers an electrical shock to the heart to help restore cardiac rhythm and help resuscitate a victim of SCA. &amp;quot;There are presently 111 organizations in Broome County that have registered Public Access Defibrillation (PAD) programs, which provide AEDs and persons trained in their use, to respond immediately in cases of SCA. We would very much like to see the number of such organizations in Broome County continue to increase,&amp;quot; said Ray Serowik, Broome County Emergency Medical Services Coordinator.&lt;/p&gt;&lt;br /&gt;

&lt;p&gt;&amp;quot;Increasing the number of AEDs and the number of people trained in CPR and AED use can save the life of someone who is a victim of SCA. I encourage all Broome County residents to become trained today!&amp;quot; said Claudia Edwards, Public Health Director for the Broome County Health Department.&lt;/p&gt;&lt;br /&gt;

<title>County Executive Fiala, Mayor Ryan Sign New GIS Intermunicipal Agreement (2008-06-02: Executive - Press Release)</title>

Fiala and Binghamton Mayor Matt Ryan today signed a City-County intermunicipal agreement to consolidate Geographic Information Systems (GIS) services into a new County-level Division. The agreement begins immediately, and a newly formed GIS Division will begin working to build out this key technology.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;quot;This is perhaps one of the most important tools available to municipalities today, and if used effectively, it can help deliver a broad range of services more efficiently and at lower costs,&amp;quot; said Mayor Matt Ryan. &amp;quot;Rather than create redundant services, we opened talks with County representatives and decided to pool together our resources to bolster the capacity that already exists at the County level. This is a cost-effective approach that&amp;#39;ll benefit taxpayers at the front and back ends, and I thank our partners at the County for partnering on this reform.&amp;quot;&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;The City worked with a private contractor for twenty months to digitize and update the city&amp;#39;s tax maps, an important first step in preparing for GIS capabilities. As the project entered its final phases, city officials were left with two options: either hire a new GIS administrator or tap the expertise already present at the County. After a series of meeting between County and City officials last October, all parties agreed to move forward with consolidation.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt; &amp;quot;The consolidation of GIS and mapping services between the City and County, and an internal restructuring will bring similar functions together in one location and advance our operations using this technology,&amp;quot; stated County Executive Barbara Fiala. &amp;quot;Not only will this restructuring alleviate existing deficiencies in GIS service provision, base map maintenance, and 911 addressing, it will also establish a strong foundation upon which other initiatives can be built, such as countywide code enforcement, assessment, and crime mapping.&amp;quot;&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Previously, the County had a sole GIS administrator and a tax map technician that worked out of the Real Property Office. Talks between the County, City, and County Emergency Services resulted in a creative funding structure that enables the County to re-organize resources around a new GIS Division in the County Planning Department, boosting current capacity by more than 300%. The new Division includes a total of four employees that are contracted for three years to complete the GIS build out.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;quot;Running a city without GIS is like running a business without using the internet,&amp;quot; said Mayor Ryan. &amp;quot;This planning tool can help with crime prevention, economic development, code enforcement, capital planning, and emergency response, and everybody at the table recognized we had an important opportunity to address a whole range of provincial needs with one, comprehensive solution.&amp;quot;&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Per the agreement, the City will pay the County $40,000 annually for 50 hours per week of dedicated service, including crime mapping, tax parcel maintenance, and general GIS technical assistance. The three-year agreement includes an annual increase of 3%. The City intends to pay the County from a variety of sources:&lt;br /&gt;&lt;br /&gt;
&lt;ul&gt;&lt;li&gt;$20,000 Operation Impact Grant (State Grant)&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;$10,000 General Fund&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;$5,000 Water/Sewer Fund&lt;/li&gt;&lt;br /&gt;
&lt;li&gt;$5,000 CDBG, Planning Services&lt;/li&gt;&lt;/ul&gt;&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;In addition, Broome County will expend $71,356 dollars on the new division. Broome County Economic Development has identified $30,000 for GIS upgrades and the County Planning Department, which houses the division, will contribute $10,759. Emergency Services has committed $35,000 toward the restructuring to complete new 911 addressing. Until now, there has been no single authority with responsibility for 911 address assignment and maintenance in the County, and consolidating this to one entity will deal logically with a lingering public safety issue and improve coordination among first responders during emergencies.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;&amp;quot;This has the capacity to help our department greatly,&amp;quot; said Police Chief Joe Zikuski. &amp;quot;GIS mapping can show us when and where crime is most prevalent, allowing us to mobilize our resources more efficiently and effectively.&amp;quot;&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;The intermunicipal agreement required approval from both the City Council and County Legislature. The Council granted its approval in March, and the Broome County Legislature accepted the agreement in April.</description>

&lt;p&gt;The Hooper Road Bridge Project will begin paving operations on Monday, June 02, 2008 and continue throughout the week. The road will remain open for two way traffic; however it is strongly recommended that drivers seek alternate routes to avoid delays. Traffic flow will be interrupted and controlled by flag persons during the paving operation. This work is part of the rehabilitation of the bridge structure over Norfolk Southern Railroad and Paterson Creek.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;The on and off ramps from Hooper Road to NYS Rt.17C that are currently closed will remain closed until further notice. The existing alternate northbound detour routes in the Town of Union and the Village of Endicott should continue to be utilized during this time.</description>

&lt;p&gt;The GHS Federal Credit Union in cooperation with the Broome County Traffic Safety Program and the Broome County Sheriff&amp;#39;s Office will be holding an Operation Safe Child Event.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;The event will take place in the parking lot at the GHS Federal Credit Union located at 910 Front Street, Binghamton, on Saturday, May 24, from 9 a.m. &amp;ndash; 11:30 a.m.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;This event will include free child safety seat installations by certified Child Passenger Safety Technicians, as well as free educational materials and guidance on child safety seats. If your car seat is expired, recalled or in poor condition, a new seat will be given while supplies last.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;Families that are interested should bring their child safety seat(s), their child/children, the vehicle the child safety seat will be installed in, the car seat manual and the vehicle manual. Inspections will be done on a first come, first serve basis.&lt;/p&gt;&lt;br /&gt;
&lt;p&gt;The Broome County Sheriff&amp;#39;s Office will also be offering free Child Safe Cards. These cards consist of the child&amp;#39;s name, biographical information, photo and fingerprint image. These cards can be used in conjunction with the NYS Amber Alert Program and the NYS DCJS Missing Child Alert Program.&lt;/p&gt;&lt;br /&gt;
